Organizational Scope

This policy pertains to all staff, faculty, students or external persons intending to participate in or carry out research at and/or in collaboration with the Michener Institute.


The purpose of this policy is to describe the process for using another REB as the board of record for research study review at The Michener Institute.


Board of record: Research Ethics Board (REB) that has been given authority of ethics review and oversight for a particular research study.

Formal relationship: Agreement in writing between The Michener Institute and another REB that allows The Michener to delegate the alternative REB as Board of Record on a study by study basis.


The REB is committed to promoting participant protection and ethical conduct for all research endeavours carried out at The Michener Institute. The REB will make every effort to provide comprehensive research review, however, given that Michener is a small institution in which the required expertise may not be readily available, the committee reserves the right to seek external assistance as required. In the instance that a project’s review would be better served delegated to another REB as the Board of Record, delegation will occur with a REB that has a formal relationship with The Michener Institute.


This policy applies to the REB Chair, members of the Research Office and/or administration, and Senior Leadership at The Michener Institute.


2.1         Administrative Review and Determination of Delegation

2.1.1      Submissions will be processed through the Research Office in accordance with current policies and procedures. (See Procedure section of Policy: REB Submission Requirements and Administrative Review 2.2.1-2.2.3);

2.1.2      The REB Chair will determine if the submission would be better reviewed by another REB as Board of Record;

2.1.3      The REB Chair will document the rationale for the delegation.

2.2        Notification and Delegation of Review to an Alternate Board

2.2.1      The alternative board, having a formal relationship with the Michener REB, will be contacted and a request for delegation as Board of Record will be sent by the Chair of the Michener REB;

2.2.2      Acceptance from the alternate board will be formally documented by both the Michener Chair and the alternative board’s Chair;

2.2.3      All official documentation pertaining to the delegation of the alternate board will be kept on file as part of the study file;

2.2.4      The Michener Research Office will inform the investigator of the delegation and guide the investigator to meeting the necessary submission requirements for the alternate board of record;

2.2.5      The Michener Research Office will collaborate with the alternate board of record regarding any study related issues or required documents;

2.2.6      The Michener REB will be notified by the alternate board of record of any approvals, suspensions or completions of research from delegated projects.
