Continuing Education & Professional Development Accreditation
The Michener Institute of Education at UHN is now a Royal College Accredited Provider of Continuing Professional Development.
Michener is the first and only hospital-based entity to be approved as a Royal College Accredited Provider of Section 1 and 3 credits of the Maintenance of Certification Program.
Learning activities developed or co-developed by Michener teams across UHN are eligible for accreditation. Our team will work with you to accredit programs and courses, and can also connect you with experts in education design and delivery who can support your education design process.
What is Accreditation?
Accreditation is a tool for monitoring and promoting the quality of continuing professional development (“CPD”), as a way to ensure that the health care workforce is supported with unbiased, evidence-based, high-quality CPD. An activity is accredited only once it has been carefully reviewed and deemed to have met a strict set of standards, as outlined by an accrediting body.
What is Royal College of Physicians and Surgeons of Canada Accreditation?
The Royal College of Physicians and Surgeons of Canada (The Royal College) is a national professional association who accredits university programs that train residents for their specialty practice, and also support lifelong learning for physicians to build their skills, knowledge and expertise. The Royal College has declared Michener an accredited provider of CPD.
The Royal College outlines a rigorous set of (a) administrative (b) educational and (c) ethical standards that CPD activities must meet in order to be recognized as a Royal College accredited CPD activity. Royal College accreditation of a CPD activity, which can now be granted by Michener, signifies that the activity has adhered to this strict set of standards. This conveys to interprofessional learners, employers, professional associations, and the broader public that the CPD activity has been carefully planned, developed, and delivered to provide a high quality learning experience.
Once a CPD activity is Royal College accredited, it is assigned a certain number of Maintenance of Certification (“MOC”) credits in a specific category. Interprofessional learners participating in the Royal College’s Maintenance of Certification (MOC) Program can then participate in the CPD activity and earn credits that will help them meet the MOC Program’s requirements. MOC credits can also be converted and used toward other CPD programs, such as the European Union of Medical Specialists’ European Accreditation Council for Continuing Medical Education (EACCME®), and many more. Why should you get your Continuing Professional Development (CPD) activity accredited?
Accredited activities are distinguished from non-accredited activities for the rigour that is involved in all stages, from the planning and development all the way to the implementation and continuous improvement. Accreditation certifies and conveys the educational excellence of the activity. The benefits of accreditation are included below:
- Accredited activities will be advertised by the Royal College of Physicians and Surgeons of Canada (on its website, in its widely disseminated newsletters, and through other avenues)
- Accreditation credits incentivize interprofessional learners to participate in your CPD activity, including surgeons and physician specialists who have to meet annual requirements of accredited CPD
- Accreditation attracts learners from other countries, through international recognition of Royal College accreditation and the College’s agreements with accrediting bodies across borders
- CPD organizers will gain access to educational coaching, expertise, and resources throughout the development of their CPD activity
- CPD organizers will enhance their skills in developing, delivering, and evaluating CPD education throughout the application process

CPD activities are categorized into three different sections.
- Section 1: Group Learning
- Section 2: Self-Learning
- Section 3: Assessments, which are sub-categorized into (a) knowledge assessments and (b) performance assessments.
What does this mean for developers of CPD programs (e.g. educators)?
Accreditation standards, or the requirements which must be met in order to have an activity accredited, vary for each section. The accreditation standards for each section are listed on the Accreditation Requirements page. As you progress through the application form for accreditation, you will be asked for specific information and documentation that demonstrate how your activity meets these accreditation standards.
You will therefore need to identify which section(s) your CPD activity falls under before completing the application form. Please see Step 1 of the Accreditation Process.
What does this mean for MOC Program participants (e.g. physicians and specialists)?
Interprofessional participants in the MOC Program are required to complete a certain number of credits in each section every 5 years.
Hours of participation in a CPD activity are converted into credits. Hours are converted at different rates according to the section under which the activity falls. Examples:
- 1 hour of participation in a Section 1 activity = 1 MOC credit
- 1 hour in a Section 3 activity = 3 MOC credits.
These credit ratings are outlined in the CPD Activities. Hours are automatically converted into credits once a participant enters his/her participation in an activity into the MAINPORT ePortfolio.
Organizer Requirements
Michener is representative of education programs across the 5 campuses of the University Health Network (St. Patrick Campus, Toronto General Campus, Toronto Western Campus, Princess Margaret Campus, and Toronto Rehab Campus). We now have a continuing education and professional development framework to help you ensure high educational quality for a full range of professions on TeamUHN.
Specifically, for the issuance of Maintenance of Certification (MOC) Section 1 and 3 credits, The Royal College has granted Michener the ability to accredit CPD activities it develops, or co-develops. Individuals, teams, or organizations not affiliated with Michener, and who seek to have a learning activity accredited by Michener, can pursue the accreditation process so long as there is a Michener representative (staff, faculty, or instructor) who are part of the planning.
In order for a program to qualify for review and accreditation to issue MOC credits, the CPD activity organizer must meet one of the criteria listed below:
- The UHN organizer has a formal affiliation with Michener (e.g. staff or faculty appointment)
- If the UHN organizer does not have a formal affiliation with Michener, the UHN organizer is co-developing the CPD activity with an organizer at Michener. Learn more about co-development.

Certificates of Completion/Attendance
Certificates for learning activities that have been accredited will be provided directly by the Accreditation Office at Michener. Michener is responsible for issuing these certificates. A $25/certificate fee will be applied, in addition to the $750 accreditation processing and approval fee.

Important Information before Beginning Your Application
- Applications must be submitted at least 8 weeks prior to the intended start date of your CPD activity. (regular business weeks, holidays excluded)
- Application payment: The non-refundable application fee of $750 must be submitted with your application.
- Including a statement on brochures, programs, or any form of advertisement which indicates that accreditation of the CPD activity is pending is not permitted.
Once your activity has been approved, you will receive accreditation statements to use in any advertisements for your CPD activity and on your certificate of attendance. The Royal College of Physicians and Surgeons of Canada will also advertise your activity on their website. Therefore, early applications are encouraged in order to best promote your CPD activity.
Ready to Apply?
Step 1: Review all Accreditation Requirements
You will first need to identify which of the following categories your learning activity falls under:
- MOC Section 1: Group Learning
- MOC Section 3: Simulation-Based Program
- MOC Section 3: Self-Assessment Program (SAP)
The category that your activity falls under indicates the type(s) of credits you will be applying for. Each category has a distinct set of accreditation requirements. Please review the accreditation requirements for your activity’s particular category.
Step 2 (Optional): Request an orientation meeting.
Once you have reviewed all accreditation information and requirements, you can choose to have an orientation meeting prior to completing the online application. You can have this 1-hour meeting focus on one of the following:
- Overview of the accreditation process and form
- Overview of the CPD planning process, including how to begin planning an educational activity (CPD Planning Template)
- Overview of available resources and services
- A specific aspect of the activity / a specific accreditation requirement (Michener will connect the developer with an expert in this area)
If you would like to book an orientation meeting, please e-mail cepda@michener.ca with subject line: “Orientation Meeting Request” and indicate which of the above options you would like your orientation meeting to focus on.
If you feel well-prepared to apply after reviewing all accreditation information, you can choose to forego the orientation meeting and instead skip right to the online application form (see Step 3).
Step 3: Complete and submit your application form, together with the application payment and all supporting documents.
Once you are comfortable with all accreditation requirements, download and complete the application form. As you complete the application form, please consult the guides and templates provided in the Resources. Once you have completed your application form, please:
- Attach and submit the application form to cepda@michener.ca, with all supporting documentation included as attachments.
- Submit your accreditation payment. This payment is non-refundable. Please note: Applications will not be reviewed until accreditation payment has been received.
Step 4: You will receive a letter of decision within 4 weeks (20 business days) after you submit your application.
The letter of decision will outline whether your activity has been accredited, any conditions attached to its approval, and next steps. You are responsible for addressing any conditions attached to the approval of your activity. If there are gaps in your application you need support in addressing, our team can identify educational experts within our system who may be able to provide you with additional guidance.

What to Expect once You’ve Submitted Your Application
Once you’ve submitted your application form, together with the application payment and all supporting documents:
- You will receive an e-mail from Michener confirming that your application has been received.
- Michener will review your application and generate a Letter of Decision. The Letter of Decision will notify you of the outcome of your review:
- Approval of your activity (with the accreditation statements to include on your certificate to participants)
- Conditional approval of your activity (with all of the required changes outlined within)
- Decline to accredit your CPD activity (with rationale for why accreditation cannot be approved, suggested changes, and an invitation to re-submit your application once you’ve refined your program)
In all cases, the Letter of Decision will outline your next steps.
Michener may take approximately 4 weeks to review your application and generate a Letter of Decision. Your Letter of Decision will be sent to you by e-mail. Should you have any questions while your application is under review, please contact cepda@michener.ca.
Responsibilities after your Activity has Been Delivered
- Once you have delivered your CPD activity, you are required to submit the following to Michener:
- The final list of registrants, including their professions
- A summary of your evaluation results
- Maintain all activity documentation, attendance records, and correspondences related to the activity for five years.
- Michener is responsible for the issuance of certificates of completion. A fee of $25/certificate applies.

These are two separate accrediting bodies, each with its own set of accreditation standards, frameworks, and credit types / categories. Although the two accrediting bodies share some similarities and overlap, these are two distinct programs.
The Royal College oversees the Maintenance of Certification (MOC) Program and accredits CPD activities for MOC credits.
This program caters to Fellows of the Royal College (specialist physicians, surgeons) and health care professionals (any other members of the health care team practising in Canada who are not Fellows of the Royal College). See the Royal College’s Guide to the MOC Program for more information.
The CFPC oversees the Maintenance of Proficiency (Mainpro+) Program and certifies CPD activities for Mainpro+ credits.
This program caters to members of the CFPC. This includes active members (family physicians) and associate members (other health professionals who work in collaboration with family physicians in clinical practice or academic departments of family medicine). See the CFPC’s Department of CPD for more information.
No. Currently, Michener can review CPD activities for MOC credits only. However, you can also have your program reviewed by the CFPC for Mainpro+ credits. The two processes to obtain each of the accreditations are similar.
The MOC Program is the Royal College’s continuing professional development program for Fellows of the Royal College (specialist physicians and surgeons) and health care professionals practising in Canada who are not Fellows of the Royal College. The Program helps participants keep their skills and knowledge up-to-date with high-quality CPD education and lifelong learning.
Fellows of the Royal College are required to participate in the MOC Program. However, other health care professionals practicing in Canada who are not Fellows of the Royal College may also choose to participate in the MOC Program. This includes medical specialists, licensed physicians, international medical graduates, PhDs, medical geneticists, and any other member of the health care team practising in Canada who is not a Fellow of the Royal College. Please note that family physicians, and health professionals who work in collaboration with family physicians, participate in an alternate CPD program that is focused on family medicine called the Maintenance of Proficiency (Mainpro+) Program. The Mainpro+ Program is run by the College of Family Physicians of Canada.
Family physicians: Members of the The College of Family Physicians of Canada (CFPC) can claim up to 50 MOC Section 1 credits per cycle for credit under the CFPC’s Maintenance of Proficiency (Mainpro+) program. These are claimed as CFPC Group Learning certified credits.
Royal College accredited CPD activities can also be used by health care professions beyond physicians to help them meet the continuing education and professional development requirements that are set by their regulatory provincial or national college or professional association. For example, Medical Radiation Technologists (“MRTs”) in Ontario can record Royal College accredited CPD activities in the College of Medical Radiation Technologists of Ontario’s QA ePortfolio to fulfill the 25 hours of CPD participation that is required of them each year.
Healthcare professionals can consult their professional college to find out more about how Royal College accredited CPD activities can contribute to its continuing education and professional development requirements.
It is the responsibility of CPD activity participants to submit their CPD activity credits to their provincial or national college. If a national college is requesting any documentation that has not been provided, participants can reach out to the CPD Accreditation Office at Michener or the CPD activity organizer to obtain the required documentation.
